India and Malaysia signed a Memorandum of Understanding (MoU) for cooperation in the field of Public Administration and Governance in Kuala Lumpur today, 25 November 2013, during the visit of an Indian delegation led by Shri Sanjay Kothari, Secretary, Department of Administrative Reforms & Public Grievances, Government of India. On behalf of Government of Malaysia, Tan Sri Mohamad Zabidi Bin Zainal, Director General of Public Service signed the MoU in the presence of Tan Sri Dr. Ali Bin Hamsa, Chief Secretary to the Government of Malaysia.
Both sides view this as a welcome beginning and landmark development in mutual cooperation of both countries and feel that there is a need to implement the MOU by sharing experiences and sharing of information/literature on specific objectives/projects that are to be charted under the work plan.
The two sides acknowledge that joint efforts and collaboration in the field of Public Administration and Governance will assist in promoting social and economic developments of the respective countries through efficient, accessible, transparent and accountable public service.
Through the MoU, the two parties undertake to cooperate in the field of Public Administration and Governance for mutual benefit in the areas, including:
A Joint Working Group on Public Administration and Governance (JWG -PAG) was constituted and in its first meeting on 26th November 2013, “Strategic Partnership to strengthen the citizen centric services” has been adopted as the theme. Key members of the Ministry of Personnel, Public Grievances & Pensions and other Ministries/Departments of Government of India, High Commission of India in Kuala Lumpur and representatives from the State Governments from India and key members of the Public Service Department, Prime Minister’s Department, from Malaysia participated in the first meeting to frame Terms of Reference for the joint working group.
The Joint Working Group on Public Administration and Governance (JWG –PAG) consisting of key members of the Ministry of Personnel, Public Grievances & Pensions, Government of India and key members of the Public Service Department, Prime Minister’s Department, Malaysia will meet annually, for implementation of cooperation under the MoU.
