Normally, its KDN, Government of Malaysia which approves the quota for foreign workers in respect of an employer.

There is an approved list of IRA on the eMigrate portal as on 25/08/2022 as provided on eMigrate portal.
Please also verify from the portal the list of unregistered/illegal recruiting agent.

Once an employer submits complete documents physically at the High Commission of India, it normally takes a week to process the documents and to approve the Login credentials for the employer.
The employer may also authorize any other responsible official from his/her company to submit the documents at the High Commission on his/her behalf. An authority letter on company’s letter head along with the photo ID of such authorized comapny official will be required.

It is a mandatory insurance scheme aimed at safeguarding the interests of Indian emigrant workers falling under Emigration Check Required (ECR) category going for overseas employment to ECR countries. Yes. The Malaysian employer will be required to give power of attorney (PoA) to these Indian recruiting Agents for the number of workers that he desires to hire through them. At the time of raising the demand through the eMigrate portal, the employer needs to upload the PoA for specific IRA ID at a time.

Emigration Act, 1983 provides that no citizen of India shall migrate unless he obtains emigration clearance from Protector of Emigrants. Similarly, it has been recognized that certain countries (currently 17) do not have strict laws regulating the entry and employment of foreign nationals. They also do not provide avenues for grievance redressal. Thus they have been categorized as Emigration Check Required (ECR) countries. Hence, all persons, having ECR endorsed passports and going to any of the 17 ECR countries for taking up employment require emigration clearance. However, ECR passport holders going to any ECR country for purposes other than employment do not require emigration clearance. No specific mention of ECNR is made on the passports and the ones not endorsed as ECR, automatically belong to ECNR category.

Malaysia is included in the ECR countries. Hence, the procedure given above would be applicable to all ECR passport holders leaving from India to Malaysia.
